Canada Express Entry 2023: Draws to target applicants in this sector

Canada’s immigration authorities have made few changes to the Express Entry program, which will go into effect next year. Immigration Refugees and Citizenship Canada (IRCC) has announced that beginning in 2023 certain attributes will be considered for Express Entry draws.

Under the plan, Express Entry will approach candidates based on their occupation, language and/or education to determine who will be granted Canadian permanent residence.

The Express Entry Program Update Bill (C-19) passed in both houses of Parliament on June 23. Under Bill C-19, immigration authorities will invite candidates with in-demand skills or abilities starting in the first quarter of 2020, 2023.

Currently, Canadian immigration authorities are trying to figure out the Invitations to Apply (ITAs) to conduct destination draws in the country. IRCC says it will “consult a wide range of stakeholders to inform new categories in Express Entry” to ultimately decide on the details of the new format.

For example, the vacancy rate in Canada’s healthcare sector was 6% in October this year, so the government has taken several measures to fill the vacancies. It is believed that new Express Entry draws will only target healthcare professionals in order to reduce the number of vacancies in the sector.

For the time being, the IRCC will conduct the draws for express participation as usual. That is, every two weeks, a certain number of Canadian PR Invitations to Apply (ITAs) are awarded based on CRS results.

The CRS results are based on factors such as age, proficiency in official languages ​​and Canadian work experience, etc. And this process sometimes narrows down the right type of candidate to receive the ITA.

The Canadian government is changing the Express Entry program due to labor shortages caused by an aging population and low birth rate. According to reports, around nine million people in Canada are expected to reach retirement age by 2030.

In addition, there are not enough younger Canadians to fill the positions at various companies, leading to an increasing number of vacancies in the country. Canada relies on immigrants to maintain an ideal workforce in each sector and to keep its economy strong.

Canada plans to increase immigrant arrivals in the coming years. The recently released Immigration Levels Plan 2023-2025 announced its goal of welcoming 465,000 new immigrants in 2023. This will continue to increase as the country is expected to set a target of 485,000 new immigrants in 2024 and 500,000 new immigrants in 2025.
